疫情下的中国留学生:回不回国?我太难了…

据美国约翰斯·霍普金斯大学公布的最新统计数据,截至美国东部时间27日17时(北京时间28日9时),美国新冠肺炎确诊病例达到100717例,死亡1711例


然而,在美国确诊病例已超10万例的当下,只有纽约州接受检测的人数超过10万人,有36个州(包括华盛顿特区)的检测人数不足1万人。

随着美国等其他国家疫情加剧,中国留学生群体的安全问题备受关注。


北京时间26日,在中国驻美大使馆的邀请下,复旦大学感染科张文宏教授就留学生抗疫问题与在美中国留学生“连线谈心”。其中,他关于“留学生现在要不要回国”的回答被很多网友戏称是“人间真实”——
“如果我说你们不要回来,你们又觉得我没有良心;如果我说赶快回来,国内防疫压力又很大;所以做人好难。我们今天只谈事实,疫情发生有没有必要留在美国,取决于你现在需不需要待在美国以及你的医疗保险是不是很低。如果家里母亲每天都哭泣,你在美国也没啥事,你可以回来。如果你在美国有事情,那么待在美国也是可以的。”


"If I told you not to come back, you'd say I have no conscience. If I said come back soon, it's also hard because we're still under pressure back home," said Zhang Wenhong, leader of the Shanghai team of experts in charge of treating COVID-19 cases, when asked if students overseas should return to China, during a livestream on Thursday.

Netizens described Zhang's answer as a "cruel truth" amid online debates over whether overseas Chinese students should return home at this point in time.




#1. 

 留学生“围城”:回国难,留守亦难 


张文宏教授的回答之所以引起广泛关注和共鸣,是因为他的这番话反映了当下中国留学生面临的现实困境。

他表示,全球疫情的持续肆虐,将留学生们推入了“围城”之中:“在外面的想回家,但如果回家久了,可能又发觉在外面也没啥事,而且还耽搁了很多重要的事情,又开始后悔。”

事实上,对于很多留学生而言,回与不回,是两种选择下的两种困境。

城市封锁、超市抢空、防护物资短缺、租房压力剧增……对于选择留守异国他乡的学生而言,这些都是他们所面临的最直观的问题。

Expensive flight tickets, disruption of food supply and cross-infection fears are only the tip of the iceberg when it comes to what overseas Chinese students are facing right now.

纽约大学经济系学生周雨是被学校赶出来的学生之一。

据中新网报道,周雨在接受当地华人媒体采访时表示,3月17日,纽约市长白思豪
(Bill de Blasio)布“正在考虑封城”的消息传得沸沸扬扬。当天下午,校方给全校学生发紧急邮件,希望本科生48小时内搬出宿舍。


在疫情急剧恶化的情况下被下达“逐客令”,许多中国留学生不得不一边连夜打包行李,一边四处打听新房源。

“18日一早来搬离宿舍的人非常多”,周雨说。然而,眼下距离疫情结束遥遥无期,很多人即便找到短租,也不得不在短租到期前继续找新房源、再次搬迁。


ZhouYu, who studies economics at New York University was one of the many undergraduates who were told to move out from their dormitories after New York City Mayor Bill de Blasio announced a possible "shelter-in-place" order on March 17.


As a result, many students had to pack their stuff overnight while looking for a new place to stay. The lucky ones were able to find a short-term arrangement.


面临留守可能带来的一系列实际的困难,权衡之下,一些留学生选择了辗转回国。

然而,由于路途遥远、密闭机舱感染风险高等因素,回国之路对很多人来说成了一趟极为漫长的旅程。

As for those determined to go back, things look equally difficult as the trip back home is no vacation.

“如果我再晚一天买机票,价格就翻一倍了”,回想自己40小时辗转回国的经历,苏黎世大学研究生宣盈莹如释重负地告诉CGTN。

从苏黎世到香港,从香港到上海,再从上海到家乡宁波的隔离点,这无疑是段充满风险的旅程。然而,宣盈莹认为“当地人对疫情不够重视”,所以还是下定决心回国。

"I'm safe, I feel secure now," Xuan Yingying, a graduate student at the University of Zurich told CGTN after she settled into a medical observation site in Ningbo, east China's Zhejiang Province.


She flew from Zurich to Hong Kong and then to Shanghai. Flying is a "high-risk" activity that prompted her and friends to stay alert the entire journey. 


“在第一趟从苏黎世到香港航班上,我一直没吃没喝”,宣盈莹说。

不吃不喝、不上厕所、不摘口罩直到抵达国内隔离点这是很多选择回国的留学生沿途的真实写照。

"For the first leg of the trip, I didn't eat. I didn't drink," she said. Many of those who landed in Shanghai with her were also overseas students.

She had given her travel history and health information several times over the trip, filling in report cards and speaking to medical personnel upon arrival.

22日,一位网名为@元儿jasmine的留学生在微博上分享了她从英国辗转新加坡抵达上海浦东机场的回国经历。当她抵达浦东机场时已是凌晨,已经处于半睡状态的防疫人员看到她出来后,立刻起来帮她办理隔离手续。

回想自己的漫漫回国路,她在入境的那一刻百感交集。

Xuan's not alone in her decision to return home. Another overseas student, a Weibo user nicknamed @Yuan'erJasmine recorded her 26-hour journey home from the UK and shared her experience on Weibo. In her video, she described how she burst into tears after seeing how responsible and helpful the medical officers were at Shanghai Pudong International Airport.

 批判与理解:网友的两种声音 

然而,由于国内境外输入病例仍在增加,对于“留学生该不该回国”的问题,网络上不可避免地出现了两种声音。

一些网友直言不支持留学生从国外回来,认为他们在此时回国是一种自私行为,甚至指责归国留学生是“千里投毒”。
 
不过,有更多网友呼吁在疫情当前应“善待留学生”:只要服从安排、按规定隔离,那么欢迎所有人回家。

However, many more have voiced support. "Come back home," one Weibo user wrote, "as long as they follow quarantine rules it is absolutely fine to come back."





 #3. 

 “危难时刻,同胞们更应心手相牵” 


不难理解,网络上“不欢迎留学生回国”的声音出现,很大程度上是因为此前出现过留学生瞒报、不配合隔离等情况发生。然而,正如一位网友所说——

“不是所有留学生都会瞒报,一个人这样不代表这个群体都是这样。”

One of the reasons that some netizens were unhappy seeing overseas students flocking home is that some have allegedly concealed infection symptoms on their way back. However, such cases remain rare.


事实上,回国途中全程防护、落地第一时间申报、自觉服从隔离安排、对帮助过自己的人表达感谢……大多数选择回家的中国留学生其实都表现了相当程度的自律和负责。


In fact, of all the students who chose to come back, the majority of them have exhibited increased self-discipline and responsibility, taking as many precautions as they could while flying and transiting. 


After all, it is the virus, not the people, that everyone is fighting against.



3月27日,外交部发言人耿爽在例行记者会上表示——
“‘外交为民’永远是中国驻外使领馆的宗旨和重要任务,五星红旗永远在中国驻外使领馆高高飘扬,祖国永远是广大海外同胞最坚强的后盾。”


《人民日报》也于此前发声——
“他们(留学生)绝大多数都是中国公民,是我们的同胞。海外疫情严重,祖国是他们的避风港,回到祖国怀抱是他们的合法权利,保护好他们也是国家的责任。危难时刻,同胞们更应心手相牵。”

 2月5日,美国洛杉矶几位年轻侨胞和留学生买了85000只手套、1000个N95的口罩捐赠给武汉。他们刚毕业,没太多积蓄,几个人凑钱,也不留名字。义工告知国内清关必须要留名。

国内疫情暴发后,数以万计的中国留学生在第一时间筹款捐物,为中国抗疫做出了力所能及的贡献。

只要遵守规则、配合检疫工作,不管留守还是回国,都是个人选择,不应被无端指责,因为——

疫情面前,我们应该对抗的是病毒,而非人心。
